Description: The emphasis placed on multi-modal transportation in the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU), as well as in previous transportation legislation (Intermodal Surface Transportation Efficiency Act (ISTEA) and the Transportation Equity Act of the 21st Century (TEA 21)) seeks to establish Park and Ride Lot development and implementation as an integral part of the overall transportation system. With States having limited road construction funding in comparison to local needs, Department s of Transportation nationwide are looking to make existing roadways as efficient as possible. Park and Ride lots, as part of an integrated transportation system, can be implemented to make maximum use of available transportation funding. In addition, Park and Ride lots have the potential to decrease traffic demand by preserving roadway capacity and encouraging the use of carpooling, vanpooling, and transit. Such facilities are generally far less expensive than the cost of adding roadway capacity or the loss of development opportunities. Park and Ride lots provide the essential safe locations where personal vehicles can be left while commuters utilize high occupancy modes of travel.
